Pope Leo XIV Strengthens Curia Staff Safeguards

Oct. 19 approval with Cardinal Parolin clarifies suspension rules, gives 15 days to mount a defense, and affirms staff dignity after employee concerns.

The Holy See Press Office announced on October 30 that Pope Leo XIV approved amendments to three articles of the personnel regulations governing employees of the Roman Curia. The Holy Father gave his assent during an audience on October 19 with Cardinal Pietro Parolin, Secretary of State.

The reforms distinguish the roles of office heads and the Disciplinary Commission. Short suspensions of up to 30 days remain within the competence of department superiors. Longer suspensions and more serious sanctions now require action by the commission. Employees facing such measures have 15 days to present their defense and an explicit right to legal representation by lawyers approved for the purpose.

Clearer Rules and Human Dignity

The changes are described as providing clearer rules, more balanced procedures, and more effective safeguards while reaffirming the dignity of the person. They refine regulations that took effect on January 1, following recent consultations. The move comes after concerns raised by employee associations about workplace treatment within the Curia.

This is the first publicized reform of Curia staff disciplinary procedures under Pope Leo XIV. By tightening procedural guarantees and clarifying competence, the Holy See aims to ensure that disciplinary action respects both the proper functioning of the dicasteries and the rights of those who serve the Apostolic See.

The amended articles form part of the ordinary governance of the Roman Curia and apply to personnel subject to the Holy See’s internal labor norms. No further details on individual cases or pending proceedings were released with the announcement.
